“Parents deciding and directing the education of their children.”

Notice this does not say  “Doing all the educating of their children.”

Parents use DVD’s, Internet courses, co-op classes, correspondence schools, community college courses, and so on.  This inclusive definition for homeschooling allows parents to DIRECTLY make the decisions about
 
       WHAT their children learn
       WHERE they learn
       WHEN they learn
       WHO will do the instruction
       WHY they take the courses they select
       HOW the work will be done.

These decisions are the parents to make.  “Homeschooling” is parents deciding and directing the education of their children.
